Why bilingual is not optional here

The Act requires notices to be available in the languages of the Eighth Schedule. That obligation sits on the notice, not on the training — but a counter clerk who has only been trained in English cannot reliably explain a Hindi notice to the citizen in front of them, and that is where the obligation actually fails in practice.
